“Textile Recovery Plan” to
Revitalize Industries in the Savannah River Basin


The Economic Development Partnership (EDP) announced today the award of a professional services contract to Genesis Consulting Group of Columbia, SC, to develop a comprehensive textile industry recovery plan for the 10-county Savannah River Basin area of South Carolina. This project represents one of the largest economic development and industry studies undertaken in South Carolina to help improve the economic health of local communities. The EDP applied for federal, state, and local grant funds to support the project and will coordinate the initiative with economic development representatives of each of the 10 counties, as well as other local organizations.

Over the past decade, the local economies within the Savannah River Basin (comprising Aiken, Abbeville, Anderson, Edgefield, Greenwood, Laurens, McCormick, Oconee, Pickens, and Saluda Counties) have been negatively impacted by the closure of multiple textile and related facilities, including the recent closure of the Avondale Mills plant in Graniteville, SC.

The primary goal of this recovery plan project is to determine the exact influence and impact on the region of the textile industry (and its related industries) and to identify traditional and non-traditional strategies for the region to best sustain and improve opportunities for its workforce, expand the tax base, and improve the general welfare of the region.
